About Rafael
I am a husband, father, and grandfather. I am a retired naval officer, professional photographer, picture framer, and community organizer. I served 22 years in the U.S. Navy as the Supply Officer onboard a Bath-built destroyer, the Supply Officer of the U.S. Naval base in Sasebo, Japan, an Afghanistan veteran, and I served in many other naval support operations since 1989.

Legislation I accomplished in Augusta
During my first term in office during the 132nd Legislature, I sponsored and cosponsored several important bills into law. I also brought forward several important issues that weren’t being discussed enough in Augusta.
January 6, 2021
A Day to Remember
What occurred on Jan. 6, 2021 was an insurrection instigated by Donald Trump. Since the U.S. Senate decided to not hold him accountable, and Congress allowed him to run for office again, his administration has been working overtime to whitewash and sanitize what happened that day.
Not in Maine.
Safer Homeless Shelters
I was invited to tour a facility that was manufacturing temporary, mobile homeless shelters for veterans. One municipality refused to host a shelter due to safety concerns. I worked with the State to implement safety standards for these unique shelters. Veterans staying in one of these shelters can sleep safe and sound now.
Equality for All Maine Inmates
Currently, incarcerated women in Maine do not have the same opportunities (employment, facilities, and resources) as men. I sponsored this bill to create a study of the extent of the problem so that future legislation can make it right by all inmates.
Immigration Enforcement Restrictions (LD 1971)
This legislation was probably one of the most important bills to land on the Governor’s desk during the 132nd Legislature. I’m proud to be a co-sponsor and champion for it and others like it. It protects both citizens and non-citizens from the unconstitutional actions of federal and state law enforcement agents.
Wage Theft Violations
Employees that have been cheated by their employers should expect the Department of Labor to enforce laws that protect them from unscrupulous employers. We did and will continue to strengthen our labor laws.
Genocide Divestment (LD 1383)
State employees, including teachers and legislators, should not be forced to invest in corporations that are contributing to or are complicit in war crimes, apartheid, and genocide. I sponsored this bill that got the conversation started. More to come…
Proposed Legislation
In the 132nd Legislature, I sponsored bills that accurately recorded history, protected veterans with safe shelter, protected victims of abuse, directed MainePERS to divest from corporations contributing to a genocide, to create a prison workforce housing initiative, and to create Maine’s Care Force caregiving training program.
In the 133rd Legislature, I intend to build upon my previously sponsored bills that did not pass, and to improve government accountability in the legislature and in law enforcement. I will continue to strive for equal rights for all residents of Maine. I will continue to find ways to limit federal overreach within our borders.

I will sponsor several bills that will increase the ethical standards for legislators and legislative leaders.
Law Enforcement transparency & standards
Law enforcement, both state and federal, must be above reproach when enforcing laws enacted by the legislature.
increased representation
Many residents of Maine do not feel represented sufficiently in Augusta. I am sponsoring several pieces of legislation that will improve the lives of students, teachers, people with disabilities, and even candidates for office.
Equal rights
No one is free until we are all free. I will continue the fight to ensure that everyone’s rights are protected from our government and industry.
